911 Board
At least once a calendar year and before September 1st of each year, the Board shall establish the fee to be collected monthly by the local exchange telephone companies for the subsequent year.
 
Airport Advisory Committee
Advisory to the City Council on matters relating to planning and development of the airport and rules and regulations for the airport operations.
 
Community Development Block Grant Funding
Present recommendations to the Mayor and Board of Commissioners for allocations of annual allotment of CDBG funds.
 
Construction Board of Adjustment and Appeals
Construction Board of Appeals hears appeals of decisions and interpretations of the building official and considers variances of the technical codes. The board has the power to take disciplinary action against contractors working in the city.
 
Dr. Martin Luther King, Jr. Holiday
The duties of the Commission shall include, but not be limited to, the following: The Commission shall plan and organize a yearly comprehensive tribute to Dr. Martin Luther King, Jr. to center around the observance of Dr. Martin Luther King, Jr.’s national holiday.
 
Enid Joint Recreation Triad, Inc.
To conduct, operate, manage, supervise and provide athletic and recreational activities for the people of Garfield County.
 
Enid Metropolitan Area Human Service
To provide oversight concerning programs for poor or under-privileged persons in our community.
 
Enid Public Transportation Authority
The intent of the Authority is to plan, finance and operate public transportation systems within Enid and areas immediately adjacent to its boundaries.
 
Fire Civil Service
The Fire Civil Service Commission is an independent body that provides uniformed fire employees with a quasi-judicial process for hearings on appeals concerning disciplinary actions, examination and testing, and other related issues. The Commission has five members and meets on an on-call basis.
 
Historic Preservation Committee
The Historic Preservation Commission is charged with establishing a local historic preservation program, integrating historic preservation into local, state and federal planning and decision-making processes and identifying, evaluating and protecting historic resources in Enid.
 
Housing Board of Adjustments and Appeals
The Board hears appeals of citizens affected by the Housing Code, reviews proposed requests for variance and determines the acceptability of variances from requirements set forth by the Enid Housing code.
 
Library Board
To have the exclusive control of the expenditure of all moneys collected and placed to the credit of the Library Fund, of the construction of any library building, and of the supervision, care and custody of the grounds, rooms, or buildings constructed, leased or set apart for that purpose.
 
Long Term Care Authority Of Enid
To assure the quality of care and cost-effectiveness of long-term care services which benefit the following groups in the greater Enid area and Western Oklahoma: Frail elderly persons, physically disabled adults, chronically mentally ill adults, developmentally disabled persons of all ages, and disabled veterans.
 
Meadowlake Golf Course Advisory Board
Recommends operational improvements, fees, and long-term planning.
 
Metropolitan Area Planning
The MAPC is composed of nine volunteer members, four of whom are County Appointees. They hold public hearings and make recommendations to the governing bodies concerning zoning, subdivision applications, and other development related issues; are responsible for developing and maintaining the Comprehensive Plan for Enid.
 
Park Board
Independently elected, semi-autonomous body responsible for maintaining and developing the Enid Park system.
 
Police Civil Service
The Police Civil Service Commission is an independent body that provides sworn police employees with a quasi-judicial process for hearings on appeals concerning disciplinary actions, examination and testing, and other related issues. The Commission has five members and meets on an on-call basis.
 
Special Sales Tax Oversight
To insure the proceeds o the quarter cent sales tax are spent in accordance with Ordinance 98-26 (31-20(c), Code 1994.
 
Tree Board
The purpose of the City Tree Board is to formulate a master street plan for all municipal property. The Board assists in disseminating news and information regarding the selection, planting, establishment and maintenance of trees and to advise City Council on desirable legislation concerning the tree program.
 
Vance Development Authority
The purpose of the Vance Development Authority is to support and undertake all reasonable efforts to maintain and improve the relationship between the citizens of Enid and Northwest Oklahoma and military and civilian personnel engaged in the military mission(s) at Vance Air Force Base.

Review nominations for the Walk of Fame Award.
 
Zoning Adjustment Board
The Board of Zoning Adjustment reviews and recommends action to the City Council on zoning variances.
