The City of Enid’s council-manager form of government gives policy authority to the City Council and administrative authority to the City Manager. City staff endeavors to make the most efficient use of the limited revenues received from city sales tax, user fees, ad valorem (property) tax, franchise fees and intergovernmental agreements. Expenditures include public safety, parks and recreation, debt service, maintenance, redevelopment, library, and general administration.

Internship Opportunities
The City of Enid offers a Summer Internship program for current college students. The Internship program was created to support the City of Enid Administration’s commitment to educational excellence, advancement, and the return of its young people to the local workforce.
In addition, the Internship program was created to identify interns as potential full time employees upon the conclusion of their college studies. The program fosters increased productivity, effectiveness, and innovativeness of cooperating city of Enid departments.
Some of the participating schools include students in Oklahoma from Oklahoma State University (OSU), Oklahoma University (OU), Rose State College, Southwestern Oklahoma State University (SWOSU), Northern Oklahoma College (NOC), Northwestern Oklahoma State University (NWOSU), University of Central Oklahoma (UCO), and Autry Technology Center. Students have also participated from Auburn University, Bowdoin College, Temple University, Rochester Institute of Technology, Worcester Polytechnic Institute (WPI), and the University of St. Thomas - Minnesota.
