It is incumbent upon the applicant to demonstrate that they meet the variance criteria to be considered. According to City Code Title 11, Chap. 3, Sect. 7, Art. B, the applicant must prove that

the application of the title to the particular piece of property would create unnecessary hardship
such conditions are peculiar to the piece of property involved
relief, if granted, would not cause substantial determent to the public good, or impair the purposes and intent of this title or the comprehensive plan
the variance, if granted, would be the minimum necessary to alleviate the unnecessary hardship
