Cheryl is a lifelong resident of Northwest Oklahoma and has resided in Enid for the last 40 years. Cheryl and husband, Wade have been married 35 years. Their two children, Kayci and Kyler, are graduates of Enid High School. Cheryl and Wade served as church youth leaders for over 23 years. They are owners/operators of Patterson Mowing and Patterson Consulting.

Cheryl graduated with a bachelor‘s degree in Elementary Education from Northwestern Oklahoma State University. She has served on numerous boards and committees, including the Enid Public School Board, Enid Public School Foundation, Human Services Alliance, and the Foster Grandparents Board.

Cheryl was appointed to serve as secretary of the Garfield county Election Board by Senator Patrick Anderson and reappointed by Senator Roland Peterson.

Cheryl served as the Director of the Child Development Center at Vance Air Force Base for 10 years.

Cheryl was a contract instructor for Autry technology center for 33 years.

Cheryl was recently appointed to serve on the Public Arts Commission of Enid (PACE); Human Services Alliance; and the 911 Board of Enid, Garfield and Major Counties.

Frank Baker is very proud to be back serving on the Enid City Commission.

Prior to his appointment as Ward 3 Commissioner, Baker had served as the City of Enid Ward 4 Commissioner in the 90's.

He was born in Enid. Frank was raised on the family farm near Kremlin until the family moved to Enid when he was 12. He attended Enid schools, graduating from Enid High School.

Baker's career has been spent in the media. Broadcast, print and more recently, digital with Enid Buzz. He started in radio while still at Enid High, working as a disc jockey for local station KCRC. He continued his broadcast career while on active duty with the U.S. Navy during the Vietnam era, stationed in Guantanamo Bay, Cuba. He returned to Oklahoma after his discharge, returning to college and working in the broadcast industry.

Baker has a Bachelor's Degree in History from Phillips University and pursued graduate studies in Latin American History at Oklahoma State University,

He's married to Carmen Ball, the Executive Director of Hedges Regional Speech and Hearing Center. Ball also serves on the Autry Tech Center School Board. They have been married for over 30 years. They are extremely active in the community, particularly Gaslight Theatre, where they are both past presidents. Frank and Carmen are members of St. Matthew's Episcopal Church.

He's been an eastside Enid resident for over 40 years.

Whitney Roberts

Whitney Roberts was elected in 2021 as Enid’s ward 4 commissioner.

Whitney is a wife, mother of two and business owner. She is a true okie from Muskogee, but has lived all over the country, making Enid her home in 2013.

She has a background in customer service, performing and visual art, and insurance.

Commissioner Roberts currently serves on the ERDA Board and CDBG Board, and previously served on the PACE board.

A fun fact is that Commissioner Roberts worked for Disney World and Disneyland.

Mr. Stallings is originally from Moultrie, Georgia where he graduated from Moultrie High School in 1968. He attended Auburn University where he received a Bachelor of Science in Aerospace Engineering and an ROTC Second Lieutenant commission into the United States Air Force. He came to Vance Air Force in 1974 for pilot training and served as a T-37 instructor pilot for five years. Stallings was honorably discharged from the Air Force in 1980 after six years of service and elected to stay in Enid to raise his family and pursue a career in the oil and gas industry.

Stallings formed an oil and gas operating firm, Dublin Petroleum, in 1984 and has drilled and operated oil and gas wells throughout the midwest region. Stallings is currently the President of Dublin and remains active in the oil and gas operations of the company.

In 1992, Stallings recognized the need for environmental assistance in the oil and gas industry and with a partner, started Envirotech Engineering and Consulting, Inc. Stallings has accumulated a broad range of expertise in the areas of civil, environmental, and petroleum engineering, design engineering, and water resource management. Stallings currently serves as a Principal Engineer of Envirotech after handing the reins and ownership over to his son, Jimmy Stallings, in 2017.

Today, Envirotech is a diversified civil and environmental engineering firm with the corporate offices in Enid and satellite offices in Oklahoma City and Guymon. Service areas include civil, environmental, geotechnical and petroleum engineering, hydrology, geology, hydraulics, environmental science, water resources, solid waste management, soil/water science, and construction materials testing.

Scott Orr is from Lincoln, NE where he graduated in 1997 from the University of Nebraska and was commissioned as an officer in the Air Force. He attended pilot training at Vance AFB in Enid before flying the KC-135 in support of worldwide operations before and after 9/11. He earned his master’s degree in 2004 and served as an instructor for graduate level courses.

Scott and his family moved back to Enid in 2004 as an instructor at Vance until his retirement from the Air Force in 2017. He is currently working as a T-6 simulator instructor at Vance AFB and is also an airline pilot. Scott held numerous leadership positions throughout his civilian and military career.

His interests/hobbies include general aviation flying and outdoor activities.

Scott and his wife Kristi have two children who attend college, Logan and Ashlyn.
