Jerald Gilbert is the current City Manager for the city of Enid and has been since January of 2015. Gilbert is a native Oklahoman and a lifelong Enid resident.
Gilbert has served as past president of the Enid Kiwanis Club, past chairman of the local Cimarron Chapter of the American Red Cross, member and former board member of the Rotary Club, member of the AMBUCs and is a member and treasurer of the First Church of the Nazarene.
Additionally, Jerald served as a field artillery officer in the Oklahoma Army National Guard for 33 years and retired as a Colonel with his last assignment as the Commander of the Camp Gruber Training Center near Braggs, Oklahoma.
Gilbert began employment with the City of Enid as the Director of Finance in January 2005. Prior to this he worked as an information systems administrator, manufacturing analyst, and systems analyst for the Charles Machine Works, Inc., also known as Ditch Witch, from 1996 to 2005. From 1991 until 1996 Gilbert worked for the State of Oklahoma Department of Corrections as an accountant at the local Enid Community Corrections Center and as the first Business Manager at the Charles E. “Bill” Johnson Corrections Center in Alva, Oklahoma.
Gilbert graduated from Oklahoma State University in 1989 and 1990 with degrees in business administration majoring in economics and accounting. He graduated from Phillips University in 1996 with a Masters degree in Business Administration. Additionally, Jerald has been a certified public accountant in the State of Oklahoma since 1995.
Gilbert enjoys playing fantasy football, supporting Oklahoma State athletics, and trading vintage and antique items. Jerald and his wife Denise have two dogs.
Scott Morris is the Assistant City Manager for the City of Enid. Morris was born in Enid and was a graduate of Enid High School. Morris serves as an Assistant Scoutmaster for Troop 11, participates with AMBUC club events, and is a member and elder at Oakwood Christian Church.
Morris began employment with the City of Enid as the Utility Services Manager in 2009. He was the Solid Waste Supervisor from 2017 to August of 2019, when he was promoted to Assistant City Manager. Prior to working with the City of Enid, Morris was an Assistant Regional Director for AIM Healthcare, Inc., where he was employed from 2002 to 2009.
Morris graduated from Northern Oklahoma College in Enid, and from Dallas Christian College in 2007 with a Bachelor of Science in Ministry and Leadership. Morris is also a class “A” certified Water Works Operator and Wastewater Works Operator.
Morris enjoys cycling and racquetball. Scott and his wife Angie have two sons.
