Each customer has the right to question or appeal the billing or procedures of the Utility Services Department. The procedures for an appeal are as follows:
- The customer will contact the Utility Services Manager, either in person or by phone, and state their question or complaint. The Utility Services Manager will consider the appeal and make a decision based upon the information, policies, and ordinances of the City of Enid.
- If the customer is not satisfied, they may appeal to the Chief Financial Officer. The CFO will make a decision or explain what options the customer may have.
- The City Manager will hear any further complaint or appeal at this point. His decision will be final.
